Sullivan provides construction services and management of subcontractors to repair, upgrade, or install new materials and equipment for all existing facilities in the R-5 region. The range of services cover everything from heavy civil improvements such as road repair to existing building upgrades for energy efficient windows and HVAC systems to regular maintenance of existing buildings, painting, reroofing, insulation. This contract was developed in concert with the US Forestry Department to service the four national forests of Southern California in the R-5 Province which includes the Angeles, Los Padres, Cleveland, and the San Bernardino National Forests.

After developing this program with the USFS and launching it in January of 2009, Sullivan has been awarded several projects ranging in value from $4,000.00 to $540,000.00. Projects have included bathroom upgrades at The Big Bear Discovery Center, Big Bear, CA., modular building repairs at the Helicopter Air Base located at the new San Bernardino International Airport (formerly Norton Air Force Base), and Energy Efficiency Upgrades at the District Office Headquarters in San Bernardino.

This project included upgrading and replacing the Headquarters windows with high E double pane gas filled widows, installation of blast proofing material on windows in the lobby entrance, and improving the air conditioning unit for a two story facility with new computer controls and energy efficient cooling units creating a significant savings in overall electrical consumption.
