Ricardo Pol has recently joined Sullivan as Program Manager in the Energy & Technology Division (E&T). He has a strong Command and Control background in software development, testing and managing and comes to us with a wide range of performance in many realms of business; from administration functions to high end software engineering development.
His background in engineering and work at SPAWAR as a contractor for almost 20 years as well as his work in development and testing of software at several large defense companies around San Diego has enabled him to properly evaluate scopes of work and truly understand the complexity of certain aspects of software development and software testing requirements.
His focus at Sullivan includes oversight of the work with Naval Ship Support Activity (NSSA) in Norfolk VA. This entails creation of a web-based application that allows them to enter Fleet Technical Assist data into an intuitive type database system then mine that data for back-end analysis. They also wish to have the capabilities to automatically generate a TAVR (Tech Assist Visit Report) in Navy message format, and the ability to pull Ad-Hoc reports through report definitions to support meetings with their Type Commander and other entities.
As Program Manager for E & T, he also oversees Travel Services and Instruction Management. Management of Travel Services requires resident expertise in the application of government travel laws, rules, regulations, policies and procedures to execute and operate the full range of necessary travel services.
The Directives Management Division’s mission is to create an accurate inventory of all directives that apply to SSC Pacific, validate, check the currency and continued applicability of those directives against highest National (e.g., the President’s Quadrennial Defense Review), Joint and Federal Service (DoD, Intelligence Community, Department of Homeland Security), individual Service and peer Navy organizations whose directives cross “type” boundaries listings of current directives, account for them in a consolidated data base. Then assign a proposed process owner of each directive in the correct part of the Competency-Aligned Organization of SSC Pacific and forward it to them for validation, modification, recommended cancellation or re-issuance, often in combination with additional enabling tools such as forms and/or processes, and to enact all of these processes at the highest level of the SSC Pacific Command Structure, including its Board of Directors, Technical Director and final implementing signature by the SSC Pacific Commanding Officer.
The latest contract award within Ricardo’s group is Information Technical Support Contract with Lockheed Martin. “We are supporting the Brigade Combat Team Modernization Level 1 Fusion effort by providing many kinds of information technical support utilizing our experience with UNIX, Red Hat Linux, DB2, information assurance and server setup and administration.”
